A theorem of Obata states that a complete Riemannian manifold of dimension admitting a nontrivial function f satisfying the differential equation is a sphere (Obata, 1962). In this paper, we propose to study the analogous situation for some Riemannian foliations of dimension 1 or codimension 1 on Riemannian manifolds of dimension .
